The Service de l'emploi (SEMP) - Office des relations et des conditions de travail (ORCT) is looking for a Legal Advisor at 80% SEMP290 The ORCT ensures occupational health and safety, fights against employment-related abuses, and exercises the powers devolved to the cantonal authority regarding unemployment insurance, subject to the competencies of the SEMP management. Your missions Do you want to put your legal expertise at the service of a committed administration and contribute concretely to the evolution of labor relations and working conditions in the canton? Become an actor in the balance of the labor market. As a member of the ORCT staff, you will support the office in all legal matters related to the entity's diversified activities, in particular undeclared work, support measures and the minimum wage, the control of legal prostitution, the fight against abuse of social benefits, occupational health and safety, as well as, occasionally, in the field of unemployment insurance. In this capacity, you provide direct legal support to the head of office as well as to the field teams. You prepare and follow complex files, reports, and correspondence, while providing your analysis and expertise to the various challenges encountered. Furthermore, you monitor federal and cantonal legislative developments in order to assess their impacts and propose relevant adaptations, while actively participating in consultation procedures. You also analyze work processes from a legal perspective and contribute, through your recommendations, to the continuous improvement of practices and tools. You also collaborate with the lawyers of other entities within the service. Thanks to your analytical mind, your ability to propose solutions, your enthusiasm, and your sense of public service, you will actively participate in the implementation and evolution of labor relations and working conditions in the canton. Your profile Benefiting from a university master's degree in law, you have several years of experience in a legal advisory or support function. You possess solid knowledge of legal provisions related to employment, particularly regarding labor law, legislation related to undeclared work, the free movement of persons, foreign national law, unemployment insurance, and social benefits. You also have good knowledge of criminal law and procedure, as well as the labor law. Possessing excellent writing and organizational skills, a good capacity for analysis and synthesis, you work with seriousness and efficiency, while respecting deadlines. Being positive and solution-oriented, you demonstrate initiative, proactivity, and interpersonal skills, while being driven by a deep attachment to the values of public service. Committed to legal rigor, you also know how to demonstrate creativity and innovation. The knowledge of German is an asset.
